A strategic plan is comprised of five main sections: Vision statement, Mission statement, Core Values, Core Competencies, and High Priority Goals. The best way to accomplish your ideal vision is to have a unifying vision and mission statement. The vision is a short statement of clear purpose that the organization wants to achieve in the future. The mission is the day-to-day statement all employees and the organization are working toward to attain the future vision. Core values are essential in bringing the library staff together (in the SRLS project this means bringing all librarians and staff together across all five counties) to identify what is most important to them and, by doing, so, help define who they are, how they will act, and what they are as an entire region.
Core competencies is helping identify what the organization's strengths are, which should help clarify and prioritize resources and budgetary decisions. You can't be great at everything because there is never enough time or resources to do everything you want to do. What does the organization want to be really good at and this should help ensure resources are actually put in place and prioritized to make this happen.
Finally, the strategic plan with identify a clear and manageable set of goals that have been created specifically to address gaps in core competencies and the identified needs of the community. The general rule of thumb is three to five goals, which the organization can focus on over the next three to five years. This will allow it to work towards these goals by not trying to do too much in a systematic fashion. Each goal will have objectives (sub goals) clearly identified that need to happen in order for the goal to be achieved. Each objective, in turn, will have two to three tactics (activities) that need to take place in order for the sub goal to be attained.
